→ I don't want to limit anyone's creativity so regardless of lore, you are free come up with whatever fits your characters! But here is what I had envisioned...
Acquaintances & relationships with each other are definitely possible!
There could be a number of reasons why a blue has business with someone in red, or why a red might be related to someone blue. Totally up to your own interpretation!
It's also possible that someone who originates from blue left to live in the seas and therefore aligns themself with red side (and vice versa)!
This is an open setting so feel free to take liberties!
My idea of the worldview is that crossing over is possible but less likely in the main cities (where the conflict is centered around) unless they have good reason to.
Because blues know the seas as a "sketchy place"—they'd have no reason to want to go down there... unless? Hehe.
Meanwhile reds know the skies as a prim, strict place of order, somewhere they think they'd never fit into. Still, there are dreamers who try to climb their way up there

Physically, there are no boundaries between them. Just open sky and open sea. It is however harder to get up there than it is to drop down to the sea. So unless you know the right people, or have a means, it can be challenging. It's not a simple "walk in the park", lets say.
That said traversing to the outer regions is possible, where there are smaller populations, and therefore lighter jurisdiction from the central cities (which are the royal capital in the sky and deep sea metropolis respectively)
There are other islands floating in the sky that may have their own regional rules & communities (I leave that to the participants imagination), while there are other tribes, areas etc. Spread out across the sea floor too (also to yalls imagination)
The "middle ground" (low flying, surface waters) between the two are probably less regulated—anything goes there since the higher/lower you go, the closer you are to the centrals. However there is No Known Land between the two, which makes meeting in the middle difficult.

It might be worth noting that, at current, there is tension between the two sides so one would not be open about crossing over! (But hey, sneaking & disguises are fun!) I wouldn't say it's a full-out war but skirmishes between the two are not unheard of. But every situation is different and participants are welcome to spin things in a way that works for them!
