One night, everyone shared the same dream.
It felt distant, yet familiar: skies of everblue and…nothing else.
This world that has always been known as Phantasky was called such, not because the skies always dominated, but because originally, there were no seas at all. Or at least, not as one knew.
The sea you know now was born from the blood and tears of its first descendants. Broken individuals who were exiled from above, discarded to the land below to fend for themselves. Their plight and agony dyed the waters that fell from the islands red. Red with rage, suffering, and injustice. That is how the seas came about, and few have lived long enough to know this truth.
The seas and its people had never stood a chance against the skies. With what strength, with what resources? Slowly they grew, biding their time, making use of what they had.
One day an opportunity arose.
A mysterious jewel that appeared out of nowhere would change everything. The people called it “a wishing stone”.
The skies had always thought those below would pose no threat, but they were more vicious than they could have ever imagined. After all, anyone would fight desperately for a chance to change their lives.
And so, began the battles.
Amidst the violent scramble, the jewel disappeared out of the blue. And once the objective was gone, so was the war. However, tensions would not fade so easily.
Decades pass, and we now live in a time of "peace", the two generally keeping to their own sides with the occasional crossover. The Red Seas still feel repressed, and view the skies as a condescending, high and mighty force. The Blue Skies enjoy blissful ignorance, and do not make any active efforts to subjugate Red citizens, lest they break rules or cause diplomatic tensions.
The dream sequence comes to an end, leaving you with one last vivid image: a violet-coloured jewel, hovering above crimson waters, yet lower than the skies’ horizon. With nothing else surrounding it, its exact location was unclear.
That morning, nothing was the same.
Awoken from your slumber, the people were restless.
Islands in the sky had been forced to lower; enormous tentacles wrapped around the edges, dragging them to the seas. Following that attack, a declaration was made: “The jewel is ours. Down with the skies; the seas shall rule!”
And thus, the battles begin again…

The Situation:
The violet jewel has returned again as forewarned in your dreams. No one knows where exactly, but search parties are already on the move. According to old accounts, the jewel itself is rather fickle, changing its location every sunrise/set, and always hovers somewhere right in between the skies and seas so as to give advantage to neither.
Some say the jewel is not a wishing stone at all but instead, has the power to recreate the world to how one desires.
For that very reason, the queen of the Red Seas has vowed to claim it this time and rebrand the world as Phantasea: a world with no skies. She will use any means necessary to do so and is aggressive in her attempts. She stirs the waters by exploiting creatures of the wild to do her bidding, as well as offering high pay for the services of mercenaries, spies, etc. This has made the climate of the Red Seas unwelcoming to any sky visitors, as she has put a bounty out for any non-citizens.
Meanwhile, the skies’ Royal Council has declared that the jewel should be in no one’s hands, not even their own. They actively sabotage the seas’ attempts of getting anywhere near the jewel, claiming it to be “protection for the sake of peace”. Since they are on even higher alert now, they strictly do not allow any visitors from the Red Seas into their skies and will chase all out by force if they have to. (Particularly in the Royal Capital and surrounding islands. The patrols of rural areas have increased too.)
It should be noted, however, that not all are united on either side. There are individuals who want the jewel for their own motives, and there may be corrupt individuals among both ranks. Some may simply have no desire for it at all, but regardless, both sides feel detrimental effects due to the conflict.
